IGP, SP removed; accused surrender

CHANDIGARH/ROHTAK: State-wide condemnation and howls of protest from rights groups across Haryana have forced the government to crack the whip on senior police officers, including IGP Anil Dabra, for mishandling the Sarita rape and suicide case. In yet another development that for sure would have embarrass the police, the two rape accused were made to surrender before the district SP by their village elders on late Wednesday night. They were later handed over to crime branch SP Rajinder Singh for further questioning.

In a shocking incident on Monday, 25-year-old Sarita had committed suicide at the premises of the DGP's Panchkula office desperate and tired that despite her repeated pleas and protestations the police had refused to act against two of her rapists, a head constable and constable in the department.

On Wednesday, an anxious Haryana chief minister Bhupinder Singh Hooda, hemmed in by the general public on one side and opposition on the other, followed the IGP's transfer with that of the SP and DSP's removal from their posts. While Rohtak SP Hanif Qureshi has been posted at Indian Reserve Bureau, Bhondsi, and DSP Dheeraj Setia has been sent packing to Haryana Armed Police at Madhuban, IGP Dabra has been appointed as director (vigilance & security), Haryana Vidyut Prasaran Nigam Limited.

This comes a day after the DGP had announced the dismissal of rape accused head constable Balraj Singh and constable Silak Ram. The then in charge and munshi of CIA staff Rohtak has also been placed under suspension. While V Kamaraja, who was awaiting posting, replaces Dabra as Rohtak IGP, Alok Kumar Mittal — who was Faridabad SP — has been posted as Rohtak SP in place of Qureshi.

There is reservation, though, regarding the government's choice of the officer to head a specially ordered probe team. This is because DSP (Hq) Manbir Sheoran, who will be heading the Special Investigation Team, had according to Sarita's husband Subhash snubbed the couple when they pressed for registration of an FIR earlier.

Meanwhile, in Rohtak, Sarita's body was cremated amid heartrending scenes, but not before the victim's family gave the local administration some jitters. Sarita's kin, who had taken the body to Rohtak last night, declared that they would not carry out the last rites until the accused were nabbed. Already facing flak from different quarters, the district authorities took the help of the CM's political secretary, Chatar Singh, and his deputy JK Malhotra to persuade the family.

After several tense hours, the victim's husband Subhash and father Jagbir Singh agreed to consign the body to the flames at 5pm. Deputy commissioner PC Meena announced an ex-gratia of Rs 5.21 lakh as immediate relief and assured a government job to the victim's husband as per his qualifications.

Keeping in view the family's adamant view, the DC and CM's close aides remained at the victim's residence for over three hours. It was only after a job was offered to Subhash that he reportedly agreed to the cremation.

For Sarita, who was just a matriculate, life was a constant struggle. She married out of caste, leading to a lot of turmoil within both the families.

A resident of Dairy Mohalla, Anil Kumar, told TOI , ''We had rented out our premises to the couple who stayed there for about a year. While Subhash had no permanent source of income, Sarita used to run a bangle shop from one of the rooms.'' He added the couple shifted out their house about five months ago to their present address in Anandpura.

However, her grit caved in when she fell victim to alleged rapists in the Haryana police. Subsequently, the refusal of senior officials to lend an ear added to her woes, dealing her the final blow.

Why wasn't Sarita's name mentioned in logbook?
The case has also brought to the fore the alleged security lapse at the police headquarters in Panchkula. Officials claim Sarita's name was missing from the visitors book lying at the entrance of the office.

An official said those coming with grievances are allowed a direct access to the officer concerned. Else, there is a system in place to screen the visitors to the durbars as the DSP in charge of the DGP's flying squad maintains all records, he added. However, if such a foolproof system is being maintained, how is it possible that Sarita's name was not entered when she visited the place?
