The state government today constituted a high-level task force to implement recommendations suggested by the Supreme Court Committee on Road Safety to curb fatal road mishaps. The 10-member task force is headed by the Administrative Secretary, Roads and Buildings (R&B) Department.
The Inspector General of Police (Traffic); Chief Engineer, R&B, Kashmir; Chief Engineer, R&B, Jammu; Chief Engineer, Project Beacon; Chief Engineer, Project Sampark; Chief Engineer, Vijayak; Chief Engineer, Project Himmank; and Director, NHAI, are members with Additional Secretary (Technical), Superintending Engineer, Road Safety Council, as member-secretary.
The terms of reference of the task force would be drawing up protocol for identification of black spots on a continuing basis, their removal and further monitoring to see effectiveness of action, allocating required resources, setting priorities among roads and resolving inter-departmental issues at the state level. The task force would meet at least once in three months.
On April 22, the Supreme Court set up a three-member panel to monitor implementation of road safety measures, including emergency medical help to accident victims.
The panel had recommended to the state government to formulate a state road safety policy, set up a lead agency to act as the secretariat of the road safety council and coordinate all activities relating to road safety, strengthen enforcement relating to drunk driving, over-speeding and red light jumping laws, acquire requisite equipment for detecting traffic violations, strengthen patrolling of roads, ban sale of alcohol on state and national highways and set up sensor-based computerised tracks to test driving skills for licences.
According to official statistics, more than 4,000 persons had lost their lives in nearly 25,000 fatal mishaps across the state in the past four years. Over 35,000 persons had suffered injuries in these accidents, with some of them rendered physically challenged.
