i estimate that haryana govt. is selling/leasing gurgaon property worth billions every year, plus there will be taxes, license fees etc.
they can't possible be investing all that back into gurgaon but for the development of the entire state,
so kuch faida ta hunda hona.

I agree they will be getting some taxes, not all of taxes because most of the tax (income tax, education cess etc) goes to central government, on top of it most of Industrial area in Gurgaon and NCR is SIT (special taxation) zone.
Regarding selling of propert, it is the farmers and land-owners who made most out of it. Govt. made money in taxes.
I don't think Haryana govt. is making much money to change the face of state. Visit western Haryana, they are years behind the cities like Gurgaon, Faridabad or even Panipat. It is proximity to Delhi and low taxes which are attracting industry over there.
I will give you few examples,
Do note the registration number of trucks in Punjab. Many of Punjab trucks are registered with HR numbers. The reason for that is low taxes and easy to make permits. In Punjab getting permit or licence is big headache, you have to be a relative of minister to get truck/bus permits.
Second example, Infosys was trying for 6 years to open up their development centre in Mohali, Punjab. They were looking for some discounts in land allotment, licensing etc etc, which were not given by then Punjab govt. After 6-7 years they got it approved, by that time they got pissed off. They never extended in Mohali, there are max 2000 employees in Mohali whereas all other centers have strength more than 10K, bangalore has 35K, Pune has over 15K.
It is the Jatt mentality and unhealthy policies of Punjab govt which makes Punjabies suffer, not the divison.
Punjab has more water, more agricultural land, less desert area as compared to Haryana.
Punjab has almost all types of Industries, Iron foundries in Mandi Gobindgarh, Hosiery, spare parts in Ludhiana, Biggest grain market of Asia in Khanna, Sports gear manufacturing in Jalandhar, Biggest transport nagar (after Delhi) in Ludhiana , Rail Coach factory in Kapurthala, even oil refinery in Bathinda is older than oil refinery in Panipat. But due to inefficiency of Punjab govt. it is not running.
The first agricultural university (PAU) was opened in Punjab, Haryana got Hissar Agricultural University very late.
If Punjab don't have that is IT/BPO indursty, that you can't take it from them because of Gurgaon proximity to Delhi. Even the areas outside NCR like Panipat, Sonipat, Rohtak, Karnal do not have IT/BPO culture. Second the education in Punjab is of lower quality and more expensive than education in Haryana. Atleast, engineering from Kurukshetra University is cheaper and better than the one from PTU.
During division, Punjab surely had a big headstart. Honestly, I think even now
Punjab is good ,, only minus point is education. Good quality education is limited and very expensive.
