Par eh zrur hai ki eh CONSTITUTION OF INDIA vich mentioned hai ki beef ban kr sakde aa for the motive of prevention of slaughter of cows, calves and other milch cattle . It is especially mentioned in DPSP's (Directive principles of state policy) under article 48 in part (iv) of the constitution.
So we can't say that government ban nai kar sakdi.

Seriously you should not kill innocent animals. But hun jive punjab ch stray cattle ne loka te attack shuru kar ditte ne. Enha nu taan marna peye ga. India is a beef exporter country. India supply live oxen and animals to Bangladesh. But you cannot kill innocent people on eating flesh. Now days Daal is costlier than chicken. So would to eat it or will die for lack of Daal. Businessman politicians are pushing for beef ban inorder to gain business of Daal.

Constitutionally, India is a secular, liberal, democratic and socialist state, so they should not ban it as "food" is a personal choice, and if they want to impose ban they should pass an act in indian parliament as for now its is under the power of "state legislature".
