Why banning diesel vehicle registration in Delhi won’t work

The National Green Tribunal has said that no new diesel vehicles should not be registered in Delhi. The Tribunal has also asked the central government and Delhi government to avoid buying diesel vehicles.

If the Tribunal’s aim is to improve air quality in Delhi, it won’t work.

Delhi is a city-state. On any given day, thousands of people commute from Delhi to Noida and Gurgaon in Uttar Pradesh and Haryana respectively. The movement is two-way and, therefore, it is common to find a large number of vehicles on Delhi roads bearing a Haryana or U.P registration.

Given this backdrop, a ban on registration of diesel vehicles in Delhi is unlikely to deter a potential customer for a diesel car. Automobiles are infrequent high value purchases. Therefore, a prospective buyer will shop for a diesel vehicle in next door Gurgaon or U.P.

Given Delhi’s geography, unilateral moves can prove futile.
Of course, if both central and state government decide to switch from diesel cars to petrol cars in future, there can be a marginal improvement in air quality over a period of time.

It is not easy to find a solution that will improve the air quality in Delhi. But what is certain is that bans specific to Delhi are unlikely to work.
