check for ground connection cable. there may be some stray current. that maybe effecting power quality.

Buy New Laptop 
get it checked from electrician. he will check it with a bulb holder or meter. ask him that earth/ground is working. one more thing when cursor go wavy have you checked it with unplugging power cable. If the stray current problem is there it should work properly on battery.
yep unplugging cable used to work with my old laptop but not this one.
anyways Ill get it checked even though am 99% sure there's no stray current there because I use the same extension connected to the same socket for my treadmill machine, hair dryer, phone charger etc etc. maybe when more than one cable is plugged in it affects on the power or something :/
