the masands refused to acknowledge Guru Teg Bahadur as ninth Guru and didn't let him enter Harmandar Sahib so Guru ji shifted to Kiratpur Sahib.

esda karan ehh c k amritsar was under the direct constituency of Mughals( center govt at that time ) and it was governed by the lahore governor
