Don’t finalise linemen’s selection, PSPCL told


Issuing notice of motion to Punjab State Power Corporation Limited (PSPCL) and another respondent for October 15, Justice Amol Rattan Singh of the Punjab and Haryana High Court today made it clear that the selection of linemen shouldn’t be finalised.
“If the selection has already been finalised, appointment letters be not issued, pursuant thereto, till the next date of hearing,” Justice Amol Rattan Singh said.
The directions came on a petition filed by Harjinder Singh and other petitioners. Appearing on their behalf, counsel Karanvir Singh Khehar submitted that the selection in question was made on the basis of percentage of marks obtained in the ITI examination conducted in different institutes under the aegis of the Punjab State Board of Technical Education and Industrial Training.
But the percentage awarded to the petitioners was calculated on the basis of marks awarded in six examination papers, whereas percentage calculated in the case of one Baljinder Singh was on the basis of marks awarded only in four examination papers.
“Thus, the percentage in the case of the petitioners was calculated out of a total of 650 marks, whereas in the case of Baljinder Singh and others like him, the percentage was calculated out of a total of 520 marks,” Khehar said.
The court was also told, “The chances of persons whose percentage is thus calculated, would be more favourable as compared to a person who has appeared in a higher number of papers….
“Consequently, though the selection being made is on the basis of same basic eligibility criterion, i.e. an ITI Diploma, the method of selection, on the basis of percentage awarded, is unequal”.
