The High Security Registration Plate Scheme (HSRP) Scheme 2011, UT Chandigarh
The High Security Registration Plate Scheme (HSRP) Scheme 2011 was launched in UT
Chandigarh on 01.08.2011, by Sh. K.K. Sharma, Adviser to the Administrator, UT Chandigarh, in the
presence of other officials of the Chandigarh Administration.
The High Security Registration Plate Scheme (HSRP) in case of new vehicles shall be
implemented by the office of Registering and Licensing Authority, UT Chandigarh w.e.f. 01.08.2011. As
far as already registered old vehicles are concerned, the task of implementing this scheme will be
completed within two years from the above mentioned date.
The procedure/process to be followed by the vehicle owners are as follows:-
1. The High Security Registration Plate (HSRP) shall be fastened on the front and rear of the
vehicle. In case of three and four wheelers, a Third Registration Plate in the form of a self
destructive sticker shall be affixed on the wind shield of the vehicle.
2. On submission of the required documents, the new vehicle owners shall now be able to get their
vehicles passed, registered and obtain the vehicle registration number at their respective areas i.e.
either at RLA, Sector 17, UT Chandigarh, or office of SDM (South), Sector 42, Chandigarh or at
office of SDM (East), Industrial Area, Phase I, Chandigarh.
The passing of the vehicles shall be from 9.00 a.m. to 10.00 a.m. (Monday to Friday).
For the convenience of the Senior Citizens and Defense Personnel, the vehicle passing shall be done
only at the RLA, Sector 17, UT Chandigarh, on Saturday from 10.00 a.m. to 11.00 a.m.
The passing of the commercial vehicles shall be done at the Passing Ground, near Kalagram, UT
Chandigarh on every Tuesday and Thursday, from 9.00 a.m. to 12.00 p.m.
In case of already registered old vehicles, the vehicle owner shall submit an application for
fastening HSRP to the vehicle and also deposit his/her original Registration Certificate (RC), only
at the office of RLA, Sector 17, U.T. Chandigarh, from 9.00 a.m. to 1.00 p.m. and 2.00 p.m. to 4.00 p.m.
(Monday to Friday). For Senior Citizens and Defence Personnel from 10.00 a.m. to 1.00 p.m.
(Saturday). The following documents are to be submitted by the vehicle owners of the already registered
old vehicles:-
A) The Application stating the following:-
a. Vehicle Regn. Number b. Name of the vehicle owner, s/o, d/o, w/o
c. Engine No. d. Chassis No.
e. Make f. Year of manufacture
g. Colour h. Mobile No.
The application may be submitted either by the vehicle owner himself or by any person
authorized by the owner.
B) Photocopy of vehicle Insurance Cover Note with full chassis no. and engine no.
C) Original Registration Certificate.
3. The vehicle owner (hence forth includes that of the new vehicle or the already registered old
vehicles) shall then obtain “HSRP Authorization Slip” from the respective office of the
Registering and Licensing Authority as mentioned in Para 2 above.
There will be three such copies of the “HSRP Authorization Slip”.
The officials of the RLA shall paste one copy of the “HSRP Authorization Slip” in the vehicle
registration booklet of that particular vehicle owner.
The vehicle owner shall be given the other two copies of the “HSRP Authorization Slip”. The
vehicle owner shall keep one copy for his/her own record and shall submit the third such copy to
the HSRP vendor for procuring the HSRP.
4. Presently, there are 18 vendors in India who are eligible to sell High Security Registration Plates.
The list of the same can be obtained from the office of the RLA. This information is also
available on the website: Ministry of Road Transport & Highways, Government of India.
As of now, there are three such eligible HSRP vendors having their business premises in
Chandigarh. They are (a) M/s. Celex Technologies Pvt. Ltd, Shop No. 53, ISBT Bus Stand, Sector
17, Chandigarh (b) M/s. Utsav Safety System (P) Ltd., Plot No. 182/65, Industrial Area, Phase I,
Chandigarh (c) M/s. Shimnit Utsch India Pvt. Ltd., SCO 213, Sector 48, Motor Market,
Chandigarh.
The vehicle owner shall have the liberty to procure the HSRP for the vehicle (as mentioned in
Para 1 above) from any one of the eligible vendors. The vehicle owner shall submit the third
copy of the “HSRP Authorization Slip” to that particular HSRP vendor for procuring the HSRP.
5. On procuring the HSRP for the vehicle, the vehicle owner shall ensure that the HSRP vendor
issues two copies of HSRP Delivery Document to him. The vehicle owner shall keep one such
copy for his/her own record.
6. The vehicle owner shall thereafter bring a person to the office of Registering and Licensing
Authority for fastening of the High Security Registration Plates and for affixing the Third
Registration Plate (if required as mentioned in Para No. 1 above) to the vehicle.
7. To fasten the HSRP (including the Third Registration Plate if required as mentioned in Para No.1
above) to the vehicle, it is mandatory for the vehicle owners to submit one copy of the HSRP
Delivery Document (as mentioned in Para No. 5 above) at the office of their respective areas (as
mentioned in Para No. 2 above).
8. The High Security Registration Plates (including the Third Registration Plate if required as
mentioned in Para No.1 above) shall be fastened / affixed on the vehicle only within the premises
of the Registering & Licensing Authority (as mentioned in Para No. 2 above) in the presence of
Registering and Licensing Authority or his authorized representative.
The fastening/affixing of the HSRP to the vehicle shall be from 2.00 p.m. to 5.00 p.m. (Monday to
Friday). For the convenience of the Senior Citizens and Defense Personnel, the same shall be done only
at the RLA, Sector 17, UT Chandigarh on Saturday from 10.00 a.m. to 2.00 p.m.
The fastening of the HSRP to the commercial vehicles shall be done at the office of the State Transport
Authority (STA), Sector 18, Chandigarh, from 2.00 p.m. to 5.00 p.m (Monday to Friday).
9. Only after the High Security Registration Plates are fastened/affixed to the vehicle and the
vehicle is found fit to ply on road, the Registration Certificate shall be given to the vehicle
owner.

High Security Registration Plate Scheme (HSRP) check the case progress in high court. i have heard that number plate in question has no security feature other than scaning with high speed checking camera. please check up
