Step 1

Load any photo into Photoshop.

Step 2

Choose Layer > Duplicate to duplicate the layer. We'll keep the original Background layer untouched. It's important to keep a copy of the original image in its own layer so that whenever you need to access that image, you'll have a copy of it.

Step 3

To create the outlines, choose Filter > Stylize > Find Edges. Your image should have an effect like the image shown below.

Step 4

Now choose Filter > Other > Minimum. This filter is used to thicken the dark lines.

Step 5

Currently, the image looks like a bunch of squares due to the minimum filter we used in the previous step. To add an artistic effect, we'll use the cutout filter which applies a vector-like effect to the image. In this case, we'll use the cutout filter to add some randomness to the edges so that they don't look like a bunch of squares.

Step 6

Now we'll add a subtle lighting effect to the image to make it look more dynamic. Select the Background layer then press Ctrl+J to duplicate it. Move the new layer that you just duplicate to the top.

Then, select the new layer and change the blending mode to Overlay.

This is what the image looks like so far with this new layer added.

Step 7

Choose Filter > Artistic > Palette Knife. This will add a nice paint brush texture to the image.
