Incomes tax and sales tax

I was thinking why many country have two taxes, income and sales.

If a person pay his taxes on his earning then why force him to pay on his expenses?
Secondly when a person buys a stuff, the seller makes an income. Assuming everyone pays income tax, then why buyer pay tax when seller is going to pay tax on his earning from this sale?
