Chandigarh December 8:

Full bench of the Punjab and Haryana high court, hearing cases pertaining to recruitment during the controversial tenure of Ravi Sidhu as chairman of Punjab Public Service commission (PPSC), recused from its hearing.

The bench comprising of Justice Ranjan Gogoi, Justice Rajesh Bindal and Justice Alok Singh referred the matter to the chief justice of HC for further consideration of the matter. It is perhaps the fifth occasion when high court bench has recused from the case. On July 12, a full bench had recused from hearing and referred the matter to the chief justice for further consideration. The hearings of the case resumed this week.

Sources said the bench has recused from hearing as the matter has been investigated on administrative side by HC. They also referred to a Supreme Court law, which mandates that no judge who has been part of any committee inquiring into a matter on administrative side hear the same on judicial side. tnn
