I believe ths particularly relates to the music section

I believe having more than one thread for the same album is no harm, it only gives more options to a member to download from

However, in the future what can be done, if a member has already created a thread, the mod in instead post his links in the members' thread as the mod has the power to edit the members' post ...or incase the mod has already created and the member wants to post new links, he/she can simply PM the links to the mod and get thm posted in the thread
but this will create another prob, credit will go to only one individual and not both
