The Punjab Cabinet decided to hike fare in the State Roadways Buses by 10 paisa per kilometre even as it took a series of decisions approving amendment in various archaic revenue acts to give relief to the people as per recommendations of Governance Reforms Commission.
The Cabinet also approved lowering of VAT on pulses from four per cent to one per cent to give relief to people reeling under rising prices, an official spokesman said. He said it was decided to hike bus fare by 10 paisa per kilometre, bowing to market compulsions following massive increase in diesel price and hefty hike in wage bill of both the Punjab Roadways and Pepsu Roadways Transport Corporation The Cabinet met under the Chairmanship of Deputy Chief Minister Sukhbir Singh Badal as Chief Minister Parkash Singh Badal was away in the US.
The Cabinet also approved amendment in schedule A, B, D and E of Punjab Value Added Tax Act 2005. With these amendments Punjabi 'Jutti', would be now tax free. The Cabinet also approved reduction of VAT from 4 per cent to one per cent and levy of VAT of one per cent on unbranded Basen. The meeting also approved the amendment in schedule A, B and C of Punjab VAT act 2005 to rationalise it. However, VAT in case of RCC pipe had been reduced from 12.5 per cent to 5 per cent, in case of spectacles, goggles/sunglasses to eight per cent. The Rice husk, de-oiled brand and Kinki (broken rice) had been made tax free.
The meeting also approved VAT on Transmission towers, Plastic granules at eight per cent (+10 per cent surcharge), on pre-owned cars five per cent (+10 per cent surcharge). The rate of CST had been increased from 1 per cent to 2 per cent on the inter-state sale of papers. The Cabinet also approved creation of 656 posts and revival of 336 posts in Health and Family Welfare department to strengthen health infrastructure. Also, 87 posts had been approved for Civil Surgeon Offices whereas 488 posts had been approved from new equipment Centre. Besides 27 posts for Food Inspector had been approved to boost anti-food adulteration campaign.
The meeting also approved creation of new Sub-Tehsil at Sahnewal in Ludhiana district that would have 1 Kanugo Circle, 13 Patwar Circles and 39 Revenue villages. The Cabinet approved amendments in Punjab Security of Land Tenures Act 1953, Pepsu Tenancy and Agricultural Land Act 1955, Punjab Land Revenue Act 1887 as per recommendations of Punjab Governance Reforms Commission, primarily reducing the level of appeals, simplifying the revenue acts and making them people friendly. The amendments after approval would be presented to Vidhan Sabha for amendment in the concerned Acts.
The Cabinet also approved the constitution of Punjab Municipal Infrastructure Development Fund and approved the draft of ordinance for the same. It also simplified the Old Age Pension and other Financial Assistance Schemes Rules 1996 keeping in view the difficulty faced by the public.
