Punjab News 36 IAS officers in punjab fail to submit property returns

As many as 36 IAS officers in Punjab, including Principal Secretary to the Chief Minister Darbara Singh Guru, have failed to submit their immovable property returns (IPRs) for the year 2010.

Guru admitted that the return, which is to be submitted by January 31 every year, was pending, A few others said they had filed their returns late and that this information was not updated on the IPR information system. The Union Government had earlier this year decided to put details of assets of all serving IAS officers and their dependents in the public domain, besides displaying the names of defaulting officers and initiating action against them.

According to the IPR information system, 36 IAS officers in Punjab have not filed details of their immovable property till date. This constitutes almost 25 per cent of the 160 officers in the state.

According to the list, seniormost officers as well as those who have joined the service recently have defaulted in submitting details of their property for 2010. The list includes senior officers Principal Secretary DS Jaspal, Secretary Industries, SS Channy, Jalandhar Commissioner SR Ladhar, Director General of Education Baldeo Purushartha, Secretary, PPSC, Inderjit Singh Sandhu, Director, Industries, Sukhjit Singh Bains, Director, Rural Development and Panchayats, Gurdev Singh Sidhu, Kumar Rahul, Mandeep Singh Sandhu and VK Singh, who is on deputation with the Chandigarh Administration as Finance Secretary.

A few officers said they had submitted their returns after the deadline and the list had not been updated. HIS Grewal said he had submitted his return a few days late. Kirandeep Singh said he had submitted his return on time but the same had not been placed on the site. Most bureaucrats admitted that they had been late in filing the returns and some had not done so even after six months of the expiry of the deadline.

The Secretary, Personnel and General Administration, BS Sudan, when contacted, said his department issued reminders to officers from time to time to file the returns. He did not have the exact figure of officers who had defaulted on filing their returns. An earlier circular by the Union Government Department of Personnel and Training had asked all departments to forward the immovable property returns of officers to it by February 15 this year. Subsequently, letters were issued to all the Chief Secretaries to forward the returns of their offices by March 26.

The department had warned that officers not furnishing property details would be denied Vigilance clearance and not considered for promotion and empanelment for senior posts at the Centre. The officers are not only bound to submit details of their immovable property every year, but also obtain permission for sale or purchase of property.
