I guess these type of Game tickets should be booked like Airplane tickets. Instead of selling at fixed denominations, price should keep increasing as number of available seats are going down.
Instead of black-marketers making profit, let the authority itself make more money.

Or Tickets sold should be non-transferable, and one with valid photo id matching the name on ticket should be allowed to get in.
