I got some symptoms for these problems
If your graphics cards having a fault or you havnt inserted it properly than it wont turn the screen on.

Other reason
If you have a PCI-E/AGP/SLI graphics card in the motherboard and you have insterted the cord in the Motherboard VGA Socket , the screen wont turn on as the on board GPU gets turned off when Graphics card is inserted in the AGP/PCI-E/SLI ports. So you need to put the VGA Socket in the GPU VGA output
