War-ready N Korea cuts ties with South

Pyongyang Mobilizes Rallies Of Reserve Soldiers



Seoul: Relations between North and South Korea deteriorated to their worst point in many years on Tuesday as Pyongyang said it was severing all ties with the South and reportedly ordered its troops ready for combat.
The comments marked a new high in tensions on the peninsula after the March 26 sinking of a South Korean warship,which Seoul blames on a torpedo fired by the North.
North Koreas state news agency said the North would cut off all communications between the countries,including a Red Cross contact at the border,as long as the South Korean president,Lee Myung-bak,was in office.The North also said it was expelling all South Korean officials,but not workers,from a joint industrial park at the North Korean town of Kaesong.The North also banned South Korean ships and airplanes from using its territorial waters and airspace.
A North Korean monitoring group said on Tuesday that North Korean leader Kim Jong Il,whose government has threatened an allout war against any sanctions,has ordered his 1.2 million-member military and reserve forces to be ready for war.Last Thursday,when the South formally accused the North of torpedoing its ship,a senior North Korean general relayed Kims order through a broadcast to intercoms fitted at most North Korean homes,said North Korea Intellectuals Solidarity,a website run by defectors from the North.
The defectors said the North Korean authorities were also mobilizing outdoor rallies of reserve soldiers under the slogan of Retaliation for retaliation! All-out war for all-out war! Those mobilized were ordered to wear their military uniforms.
On Tuesday,South Korean President Lee said he would once again classify North Korea as his countrys main enemy,as the South Korean and US militaries announced plans for major naval exercises in a show of combined force.
In the past 10 years,we have failed to establish the concept of principal enemy, Lee said,referring to the Sunshine Policy of cultivating reconciliation with the North by his two liberal predecessors,Kim Dae-jung and Roh Moo-hyun.We have ignored the very danger under our feet. AGENCIES

China cool to US calls for action


Beijing: China responded coolly on Tuesday to US calls for support on international action against North Korea over the sinking of a South Korean warship.Wrapping up two days of intense strategic and economic talks in Beijing,US secretary of state Hillary Clinton appealed to China for its backing by noting that no one is more concerned about peace and stability in this region than the Chinese.Clinton did manage to elicit some positive verbal response from Chinese leaders on economic issues concerning market access and revaluation of Yuan,but the two sides failed to sign an agreement.This round of the dialogue did not solve all our problems but did produce concrete results, Clinton said at a ceremony to sign some agreements.
