Typhoon-weary region bears brunt of Nalgae

Manila: Typhoon Nalgae delivered its wrath over Central and Northern Luzon on Saturday as it moved in an identical path to that of Nesat in the largely agricultural region five days ago.
Nalgae made landfall in northeastern Isabela province at 9am with 170 km/h winds and sent roofs flying and destroyed houses as well as the community market in the town of Alicia, radio reports said.
Winds whipped up by Nalgae also caused power outages and disrupted landline and mobile phone communications.
The town had suffered damages earlier from Nesat, and certain areas of the Central Luzon plains remain flooded. In the town of Dagupan in Pangasinan province, additional villages became submerged as a result of Nalgae's onslaught.The raging typhoon has affected the provinces of Cagayan, Isabela, northern Aurora, Quirino, Ifugao, Mt. Province, Kalinga, Apayao, Calayan and Babuyan Group of Islands, Nueva Vizcaya, Pangasinan, Benguet, La Union, Abra, Ilocos Norte, and Ilocos Sur.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Nalgae was expected move on yesterday evening and head towards the West Philippine Sea.
Earlier yesterday, the presidential palace appealed to residents in low-lying, mountainous and coastal areas under public storm signals to evacuate as typhoon Nalgae made landfall.

In an interview on government-run dzRB, Deputy Presidential Spokesperson Abigail Valte made the appeal as Pagasa alerted residents in low-lying and mountainous areas against possible flash floods and landslides. Some residents had claimed that they were not given early notices about the release of water from dams.
"According to the Department of Interior and Local Government (DILG), upon checking with the local government units, they got the notice that the dam gates will be opened. But according to the LGUs, there were people who refused to evacuate," Valte said.
Earlier, Bulacan Governor Willy Alvarado blamed the lack of notice from authorities managing the dams over the release of flood waters at the Angat Dam.
The national government is coordinating relief operations — expected to resume today as the weather clears — to help those in affected areas.
