Punjab to hail 2009 as 'year of corp

Punjab Cooperation Minister Capt Kanwaljit Singh today declared here that 2009 would be celebrated as the 'year of cooperatives' and to begin with, more autonomy would be granted to the cooperatives in the state.
''Punjab Cooperative department has decided to devolve more powers to the elected representatives, right from the grassroots level, in a phased manner,'' the Cooperation minister said in a press confrence here today. Required amendments would be made in legislation, service rules and byelaws of cooperative societies within three months, to curtail bureaucratic wrangles, he said.
It is observed that in many cases despite decisions taken by cooperative bodies in presence of representatives of the Registrar Cooperative Societies (RCS), the file still needed to be referred to RCS office for approval. ''This unnecessarily caused delay and till an amendment is passed to avoid this, it has been decided that the approval of RCS must come within 30 days of the receipt of the reference, failing which it will be deemed to have been accorded'', the minister said.
He said that in phases, all the cooperative departments would be made self-governing and for this all the administrative, legal and legislative step recquired would be taken.
