No relief for 4,073 guest teachers

Just over two months after 4,073 guest teachers in Haryana were shown the door, the Punjab and Haryana High Court today issued notice of motion to Haryana and its functionaries, but refused to grant stay.
Taking up the matter, the Bench of Justice Satish Kumar Mittal and Justice Mahavir Singh Chauhan also fixed December 15 as the next date of hearing. The notice comes just nearly 10 days after Justice Amit Rawal of the High Court asserted that the court could not remain oblivious of the fact that all guest faculty teachers were backdoor entrants. “The grievance being sought to be raised in the present review petitions is that till the state undertakes the exercise of filling the vacant posts of English teacher, the petitioners be allowed to continue as an ameliorative measure till such time. But in my view such contention is not tenable…”
Justice Rawal had also directed the State to take immediate steps to fill the remaining vacant posts of TGT in the interest of students.
In his detailed order, Justice Rawal asserted that an affidavit filed by the Additional Director made it clear that the state had not made efforts to fill the posts without assigning reasons. As many as 5,815 posts of TGT English were created after 2012 Rules and only a requisition for 1,035 posts had been sent on July 20.
“The state is directed to take immediate steps to fill up the remaining vacant posts of TGT English, 178 TGT Punjabi, 43 TGT Urdu and 436 DPE subjects,” Justice Rawal had asserted.
