Most CM’s announcements ‘remain on paper’

A month short of a year since the BJP government took over in Haryana, a whole lot of “pending” announcements some of which are awaiting “feasibility tests” and no big gains for districts that were looking at the new government with hope. That’s the story so far of the open darbars Chief Minister Manohar Lal Khattar has held since November last.
The Chief Minister went on a whirlwind tour of the state holding open darbars in every district, accepting demands and making ambitious announcements. Most of these, however, remain on paper, the opposition parties maintain.
Khattar’s “state tours” have resulted in 899 announcements made in various districts, during the darbars as also subsequently at functions. Of these, 81, only 9 per cent of his plans have taken off. Another 33 per cent of these, 508 are “in progress”. Nearly 60 per cent of the CM’s announcements are “pending”.
Sources in the Chief Minister Office (CMO) maintain that of the “pending” announcements, most of these were announced in the last four months while only 71 announcements made in or before March are “in the queue”. “Once the announcement is made, it is checked for feasibility. So far, only nine announcements have been found unfeasible. A monthly review meeting is held and “we try to push as much as we can while following up on announcements for which no feedback is received. At present, our focus is on the 71 announcements pending. These, too, are likely to be dealt with by next month,” an officer in the CMO stated.
However, the delay in taking off of the projects has taken a bit of sheen off the government’s declarations of “quick service” with most of the announcements still only on paper.
Congress MLA and former Speaker Kuldeep Sharma said: “The poor implementation of announcements shows that the government is a “ghoshna sarkar”.
State INLD president Ashok Arora holds that the CM recklessly went about making announcements without checking if funds for these were available.
