New Delhi April 2:

Prime Minister Manmohan Singh said the V K Shunglu panel report on Commonwealth Games irregularities was being analysed by various ministries and their views had not been received by his office yet.

"There are appropriate procedures. The report is under analysis by various ministries. I have not received the analysis yet,'' Singh said on Friday when asked about the five reports submitted by the Shunglu committee.

The reports have created more than a flutter with Delhi chief minister Sheila Dikshit contesting the indictment of the city government. She met the Prime Minister to say the committee report was "contradictory" and has put up a 19-page note on her point of view. There is a degree of discomfiture in the government over the Shunglu findings as the committee has been unexpectedly precise in pinpointing wrongdoings and those responsible for the omissions and deliberate delays that led to massive loss of public money.

The manipulation of contracts, whether for city infrastructure or those assigned by the Suresh Kalmadi-led Organizing Committee, has been detailed with considerable supporting evidence. This has seen some quarters arguing that the panel had been too sweeping. Although it does offer some broad strokes, its recommendations are quite specific.

The reports have been referred to ministries for their comments as some of them have been named and also because they have the domain knowledge. The test of the government's resolve will come when it has to take a call on prosecuting influential persons names in the reports.
