MC has different sets of rules for BJP, other defaulters

It seems the Chandigarh Municipal Corporation has different sets of rules for the BJP and for student leaders and the Congress.
While the Municipal Corporation has turned a blind eye to the flags put up by the BJP for Prime Minister Narendra Modi’s visit without seeking permission from the civic body, the MC today issued 51 notices to defaulters, including students leaders of Panjab University and the Punjab Youth Congress, asking them to pay Rs 3.60 crore as fine under the anti-defacement campaign in the city. The campaign was carried out under the Chandigarh Advertisement Control Order, 1954.
Sources said the MC issued notices to student leaders of Panjab University, who had pasted posters across the city during the PU elections, asking them to pay Rs 2.90 crore. Besides, the MC has also issued notices to the Punjab Youth Congress, asking it to pay Rs 67 lakh for installing illegal hoardings in the city on September 2 for a programme in which its newly elected president Amarpreet Singh Lally and his team had assumed office.
The sources said the MC had not issued any notice to the BJP for illegally putting up flags all over the city, including roundabouts and the rally ground in Sector 25, where the Prime Minister had addressed a political rally. After Modi’s visit, the civic body had removed these flags.
Displaying flags and hoardings without permission is a violation of the Chandigarh Advertisement Control Order (CACO), 1954. According to the rules, a fine of Rs 100 per sq ft per day is to be imposed for illegally displaying any hoarding.
MC Assistant Commissioner Bhupesh Chaudhary said during checking by a joint team of the MC and the police, it was found that a number of posters and signboards were displayed at various locations in the city during the student council elections.
He said the team had removed the posters and signboards after proper photography. He said notices had been issued to the defaulters and advertisement fee, calculated as per the Chandigarh Advertisement Control Order, 1954, had been imposed on them.
He said the defaulters were required to deposit the calculated fee with the Chandigarh Municipal Corporation.
