JK Police probe for killing a deaf-dumb

Kashmir: In Jammu and Kashmir a controversy is brewing at the new Chief Minister Omar Abdullah's doorsteps.

A 45-year-old deaf and dumb man was shot dead by Army personnel on Tuesday night as he was found trespassing about 200 metres from Omar Abdullah's residence.

The man later identified as Abdul Rashid Reshi and the Army is now claiming that he tried to scale over a boundary wall with an intention to conduct reconnaissance for a fidayeen (suicide) attack.

However, family members of Reshi say he was unarmed and just holding a kangri.

"He was coming to meet us. He was my brother-in-law and was deaf and dumb. His mental faculties were alright. The Army killed him. Police also say the same," Jawahira Reshi, a relative of Abdul, said.

Police have registered a case and started investigations.

"A police team is at the spot to investigate," Inspector General of Police Kashmir Range B Srinivas said.

The Army, too, has instituted a high level inquiry into the incident. Army official say a brigadier-rank officer will head the investigation.

Meanwhile, Omar Abdullah who recently said that human rights would be respected, faces an acid test over the incident.
