Jakhar alleges embezzlement of central funds

Congress MLA Sunil Kumar Jakhar took on the SAD-BJP combine alleging misappropriation and manipulation of funds being given to Punjab under the Centre’s various flagship schemes, and demanded independent inquiry.

Carrying along a bundle of papers to prove his point, Jakhar claimed that crores of Centre’s money lay unutilised in Punjab Government’s treasury but it was “not paying the bills pending against it”. He pointed out the misappropriation in the Centre-sponsored schemes — Krishi Vikas Yojna, Extension Reforms Scheme (ATMA), and Incentive to Girls for Secondary Education.

“Around Rs 67 crore have been diverted to the Krishi Vikas Yojna. In 2010-11, Rs 179 crore was released by the Centre, with the State Government spending only Rs 20 crore till December. Similarly, under ATMA scheme, over Rs two crore were granted in June 2010 for engaging staff, block level officers etc, which has not been done even after six months. That is because that will cease their wrong ways to earn money,” said he.

He also substantiated with papers that the closing and opening balance did not match, indicating “glaring misappropriation”. Adding, he said, no money has been given to girl students under Centre’s scheme. Earlier during Zero Hour, Jakhar pointed that even the villages have failed to make use of World Bank’s scheme to provide potable water as “they “don’t even have 10 per cent share to contribute”.
