Court expresses strong disappointment over affidavits filed by Punjab Police Despite being given several opportunities, the Punjab Police has failed to arrest Gurjit Singh, it’s dismissed Deputy Superintendent of Police (DSP).

The Punjab and Haryana High Court, on Monday, questioned the state as to why the investigation of the case should not be handed over to the Central Bureau of Investigation (CBI) or to a Sessions Judge. The Bench also expressed strong disapproval over the affidavit filed by the Punjab Police by observing that it was filed on “conjectures”. The dismissed DSP, Gurjit Singh, is not only a proclaimed offender but also a parole jumper and convicted of murder.

The development took place during the resumed hearing of a petition filed by Lawyers for Human Rights International (LFHRI) through its General Secretary, Advocate Navkiran Singh. The petitioner demanded an independent probe into the case and that the investigation be handed over to the Central Bureau of Investigation (CBI) and not a Sessions Judge. On the last date of hearing, he had alleged that the police was shielding the DSP.

Navkiran Singh contended that a Sessions Judge will not be in a position to investigate the case since this case involves collecting of evidence. The case has been deferred for two weeks for resumed hearing. After the petition was filed in February this year, a Special Investigating Team (SIT) was constituted by the Punjab Police which investigated and registered a case against the DSP and his son. A month ago the Punjab Police Crime Branch also registered a case of criminal intimidation against three police officers, all members of the SIT.

The Crime Branch alleged that the officers of the SIT intimidated the relatives of DSP and foisted weapons and other articles on the DSP and his son. An inquiry was ordered after the wife of the dismissed DSP moved the National Commission for Scheduled Castes and Scheduled Tribes alleging that a false case had been registered against her husband. It was on this complaint that the investigation was transferred from the SIT and handed over to the Crime Branch.
