EC REJECTS STATE’S PANEL FOR PATIALA RANGE DIG

Chandigarh April 1:

The Election Commission of India has asked Punjab for a fresh panel of officers for the post of DIG (Patiala Range). Sources said the state Government received a fax from the ECI, saying that their panel has been rejected.

The commission has asked the government to send the names of officers who were directly appointed IPS officers. The panel sent earlier included names of RL Bhagat, Shamlal Ghakar and RPS Brar, who were promoted from PPS cadre. The Punjab Police today sent a revised list of 10 officers to the State Home Department. Out of them, three names were picked by the Home Department and forwarded to the commission.

The new panel now consists of PS Gill, DIG (Punjab Armed Police), Chandigarh, Arun Oran and BK Bawa, both posted as DIGs in the Punjab Vigilance Bureau. Gill was the DIG (Patiala Range) before Asthana took charge. Oran is posted in the Economic Offences Wing of the VB and Bawa is Vigilance DIG in Jalandhar.


However, out of the three only Oran, a 1992-batch IPS officer, meets the requirement of the ECI. Both Gill and Bawa have been promoted as IPS officers. Bawa's name had also figured in the three-member panel sent for the post of DIG (Amritsar), but the commission had appointed Gurpreet Deo, an IPS officer of the 1993 batch, whose name was not sent.

The ECI has also directed the Punjab Chief Electoral Officer of Punjab that officers posted in departments not directly related with election duty will not be transferred if they have been posted in their home district for more than three years. They can be posted outside the district only if they have to be given any supervision duty during elections. There are about 100 such officers in the Excise and Taxation Department and 75 in PWD and B&R, and they have sought clarification from the commission, sources said. Meanwhile, the ECI has not replied on MLA Sukhpal Singh Khaira's complaint against VB chief SS Saini.
