DID BADAL VIOLATE ELECTION CODE ON TWO COUNTS ?

Two announcements made by Punjab chief minister Parkash Singh Badal on the floor of House could get him into poll panel trouble for alleged violation of code of conduct.

The chief electoral officer (CEO), Punjab, sought an explanation from the government as to how the CM announced Rs 15 lakh from his discretionary funds for raising a primary health centre wall when this money could be used only for aid during disaster or natural calamity. This, when the poll code was in force. Another of the CM’s announcement under scrutiny is that of job for a member of family of every farmer who committed suicide due to indebtedness.

“We are sending the details to Election Commission, asking whether statements made in the House can be considered that of code violation,” a senior official in the CEO office revealed. While Badal had made the announcement of jobs during his speech on the motion of thanks for the Governor’s address, the grant for boundary wall came up during question hour, following a query raised by Verka MLA Dalbir Singh, who wanted to know the fate of the boundary wall of the primary health centre there.
Health minister Laxmi Kanta Chawla had said that the structure was demolished by the panchayati raj department “by mistake” and that the XEN, panchayati raj, Amritsar, would rebuild it. However, it led to an unseemly argument, prompting Badal to get up and announce a release of Rs 15 lakh from his fund.
