Delhi Police got intelligence inputs on terror threats in July this year, Home Minister P. Chidambaram said Wednesday, as 10 people were killed in a bomb attack at the Delhi High Court.
He also told the Lok Sabha that the blast occurred although the capital was on high alert in view of parliament session and the increased police capacity.
Chidambaram said the investigation will be handed over to the National Investigation Agency (NIA), but it was not possible to identify the group that exploded the bomb.
The minister made the statement after Speaker Meira Kumar, soon after the house met, condemned the terror attack.
She adjourned the house for about over an hour after a demand was made by Bharatiya Janata Party leader L.K. Advani, expressing deep concern and outrage over the blast.
Samajwadi Party chief Mulayam Singh Yadav, Communist Party of India-Marxist leader Basudeb Acharia and Janata Dal-United chief Sharad Yadav voiced similar sentiments.
When the house reassembled at 12.30 p.m., Chidambaram said Delhi was a target of terrorists, and when parliament is in session and during certain other times of the years, the capital is placed on high alert.
'Intelligence agencies constantly share intelligence inputs with Delhi Police. Intelligence pertaining to threats emanating from certain groups was shared with Delhi Police in July. At this state, it is not possible to identify the group that caused the bomb blast today,' he said.
'Despite Delhi Police remaining on high alert, the tragic incident occurred today.'
Chidambaram said the government condemned the terror attack 'unequivocally'.
'The objective of the terrorist groups is to strike fear and to destabilise the country. We are clear in our mind that there is no cause that will justify terrorist acts,' he added.
'I appeal to the house and to the people of the country that we must remain resolute and united. We shall never be intimidated by terrorist groups. We are determined to track down the perpetrators of this horrific crime and bring them to justice,' Chidambaram said.
On an appeal from Advani, Deputy Speaker Karia Munda adjourned the house for the day.
