PANAJI: The Panaji police registered a complaint against a man who abandoned his elderly mother and locked her out of the house.

Arun Sawal, 50, is alleged to have abandoned his mother in the last week of June and she was rescued from a Sulabh toilet at Mala last Friday.

The police registered an offence under the Maintenance of Welfare of Parents and Senior Citizen Act, 2007. This is the first case to be registered under this Act in the state. The Act ensures that every senior citizen has a life of security, care and dignity.

“The woman resided at Mala and after being locked out of the house by the son, she sought shelter in the public pay toilet,” said Panaji PI Francisco Corte. She was found in an unconscious state by residents and shifted to a private hospital in the city. “The punishment for the offence is three months in jail and it will be an important lesson for children who disregard their elderly parents,” added PI Corte.

Arun has been accused of having failed not only to maintain his mother, but also of exposing her to emotional neglect and lack of physical and financial support. The police suspect that the accused locked his house at Mala and shifted to his in-laws. The complaint was filed by the younger son of the woman, Bhanudas, 48.

India has seen a steady rise in the number of senior citizens. While in 1951, the number of those above 60 years was 2 crore, it increased to 5.7 crore in 1991 and to 7.6 crore in 2001. Studies indicate that the number of 60 plus in India will increase to 10 crore in 2013 and will almost double to 19.8 crore in 2030.
