Area norms may be eased for medium, low-potential towns

Haryana is set to relax area norms for medium and low-potential zones in Haryana with the twin objective of ushering in development in these pockets as also curbing the menace of mushrooming of unauthorised colonies. Also, on the cards may be transit-oriented development (TOD) for which the Manohar lal Khattar-led BJP government has identified six metro corridors—the north and the south peripheral road, the DMRC corridor in Gurgaon, the Metro line in Faridabad and the one under construction till Ballabhgarh.
Sources said these recommendations of the Town and Country Planning Department, Haryana, could get the go-ahead at tomorrow’s Cabinet meeting. Besides, the government is likely to bring an ordinance to amend the Urban Areas Act of 1975.
Sources in the government said the Cabinet sub-committee headed by the Finance Minister had finalised its recommendations on relaxation of norms for grant of licences in medium and low-potential towns .
While the government is likely to reduce the land size needed for a licence in medium and low-potential towns, sources said there could be an attempt to alter the existing scheme of “affordable flats” launched by the previous government.
“In low or medium-potential towns, people are not comfortable with the idea of affordable flats and prefer their own plots. Keeping their needs in mind, the committee has recommended that affordable plotted development be introduced in these areas,” the sources claimed.
Of the 78 towns in the state, development has so far been focused around Gurgaon, Faridabad and, to some extent, towns on the GT Road. The recommendations of the committee, the government feels, will lead to uniform development.
Further, keeping the licensing norms of medium and low-potential towns on a par with high-potential ones has encouraged the growth of unauthorised colonies, most of which were regularised by the government as a one-time exception. Sources said the committee recommendations would address this issue also.
In another move, the government could give its nod to high-rise buildings in specific corridors of the state. In Haryana, these corridors have been identified around the Metro.
The sources said under the TOD, the government could identify zones in these corridors around the Metro to permit high-rise buildings to make these areas people-intensive. The idea, the sources said, was to encourage the use of mass transport
