3-phase Haryana panchayat poll from October 4

The elections to the panchayati raj institutions will be held in three phases. The first phase of polling will be held on October 4, followed by the second phase on October 11 and the final phase on October 18. The election process will be completed by October 31, 2015.
Making this announcement today, State Election Commissioner Rajeev Sharma said the model code of conduct had come into force immediately in the areas where the elections would be conducted.
“We will be using EVMs for the election of sarpanches and members of the zila parishads, while ballot papers will be used for casting votes for the election of panches and panchayat samiti members. In Panchkula and Rewari dsitricts, we will be using multi-post EVMs,” Sharma said.
The counting of votes in the election for panches and sarpanches would be held at the polling booths immediately after polling ends; the returning officers concerned would declare the result the same day. However, the counting of votes in the election of panchayat samiti and zila parishad members would be done on October 21.
“The elections would be conducted for 393 posts of member of 20 zila parishads, 2,932 posts of 123 panchayat samitis, and 6,197 and 62,471 posts of sarpanch and panch, respectively,” the Election Commissioner said.
Increasing the expenditure limit for candidates, Sharma said the limit for panches had been increased to Rs 10,000, for gram panchayats with fewer than 15 members to Rs 30,000 and for those with more than 15 members to Rs 50,000. Similarly, Rs 1 lakh has been set as the expenditure limit for members of panchayat samitis and expenditure limit of Rs 2 lakh has been set for members of zila parishads. A general observer and an expenditure observer would be appointed in all the districts.
“The total expenditure on the panchayat elections is expected to be about Rs 15 crore to Rs 18 crore. The election expenditure occurs chiefly in payment of allowances to employees engaged in election duty,” Sharma said.
Elections for zila parishads in Sonepat would be conducted at a later date as some villages were included in the newly-formed MC of Sonepat. The villages that have been included in Sonepat MC are part of three blocks out of the total eight in the district. The elections for block samitis in these blocks, namely, Rai, Murthal and Sonepat, would be conducted at a later date as delimitation of wards has to be done afresh. The panchayat samiti elections would be conducted in the remaining five blocks. Besides, the elections for sarpanches would be conducted in the villages other than those that were included in the MC.
There are 15 panchayats which have not completed their five-year tenure. The elections for these would be conducted at a later stage.
