These towers are generally known as camouflaged cell sites aka concealed sites aka stealth sites & actually used so that they don't destroy the picturesque beauty of the locality.

As far as issue of them being erected in CHD is concerned, I can only assume that to provide better communication/connectivity experience, may be RJio or any cellular operator might have installed them. Either city Municipal council forced them or may be they did it on their own but without any substantiation, to presume that these are free wifi HotSpots cell sites will be a dillema of sordid affairs.
Nonetheless, nowadays these type of measurements are proving to be potent where normal large scale infrastructure can not be deployed.

At the end of the day it's a win win for both consumers and environmentalist/nature/beauty lovers.
